The Panama Qualified Investor Program allows foreign investors to obtain permanent residency for themselves and their families by purchasing real estate worth at least USD 300,000. The Panama Qualified Investor Program, created under Executive Decree No. 722 (2020) and updated by Executive Decree No. 109 (2022), is managed by the National Immigration Service of Panama. Investors who join the program may later apply for Panamanian citizenship. To attract foreign investment, the program offers three options:
- Real estate investment of at least $ 300,000, free of liens or encumbrances
- Stock market investment of at least $ 500,000 in Panama
- Fixed-term deposit of at least $ 750,000 in local banks
